I looked through my list of famous people from Merseyside but couldn't find a 'Ron the Pool' so he can't have come from Liverpool.

My apologies Chicco, yes I do feel shamed for missing the 'Eddie Yates' character but he wasn't a thoroughbred Scouser being born across the water in Wallasey.
Nevertheless, he was educated in the 'Pool' and another great comic actor which Liverpool is famous for.

That's a weak attempt at twisting the truth.
James Maybrick, the Victorian cotton dealer died from arsenic which he was taking for his malaria. His young wife was wrongly tried and imprisoned for his murder.
The trial judge later died in a mental ward.
Many years later, 1920s, someone wrote and forged a diary in Maybricks name saying he confessed to the Ripper murders in London.
Scotland Yard disproved the handwriting.

Where does the insurance scam come into the story?

Mind you, seeing as to how during the late 18th / early 19th century Liverpool was the greatest trading port in the world, with the largest shipping and transport companies in the world based out of it, they should have a few famous people living there. (Even if it was the world hub for the slave trade, ah hem)

 The word "scouse" is a shortened form of "lobscouse", derived from the Norwegian lapskaus (and/or the Low German Labskaus), a word for a meat stew commonly eaten by sailors. In the 19th century, people who commonly ate "scouse" such as local dockers, families and sailors became known as "scousers" especially in the north end of Liverpool and the "Wallasey Pool".
